First-year student's checklist
For foreign citizens entering the Russian Federation on a «Study» basis, it is necessary to obtain a single-entry student visa in advance.

Pay attention!
- Your passport must be valid for at least 1.5 years from the start date of the requested visa
- If the passport’s validity period is insufficient, you need to obtain a new passport
- The initial visa will be single-entry for 90 days
- Subsequently a multiple-entry visa will be issued annually during the entire period of study

In accordance with Article 27 of Federal Law No. 114 «On the Procedure for Exit from the Russian Federation and Entry into the Russian Federation» dated August 15, 1996, and Federal Law No. 115-FZ «On the Legal Status of Foreign Citizens in the Russian Federation» dated July 25, 2002, during your stay in Russia, you must have a valid health insurance that is effective within the territory of the Russian Federation for foreign citizens or stateless persons.
! In accordance with the order of the MGIMO Rector, all international students and trainees are required to purchase an insurance covering the current academic year (or the duration of the program for trainees) and provide a copy to their curator in the International Department within the established period from the start of studies:
- by September 20 – for undergraduate program students,
- by October 20 – for master’s and postgraduate students,
- within 20 days from the start of studies – for interns and lifelong learning program participants.
Please note that for students enrolled in main programs, the insurance must cover the entire academic year!
If the insurance is not provided, access to the university will be restricted until the policy is submitted.
At MGIMO, there is a university-owned Polyclinic located within the campus, offering a full range of high-quality medical services, including dentistry. To use the services of the university’s Polyclinic, you need to purchase an insurance from one of the partner companies.
Policies are issued remotely by submitting an application via email designated for MGIMO students. You can also send all your questions related to the cost and registration of insurance to these email addresses. If you are unable to make the payment remotely, it is recommended to submit an application in advance — send your application form to the insurance company — and pay upon arrival in Moscow. This will save time when receiving your insurance.
NB!
If you purchase the insurance directly on the company’s website and not through the designated email, you will not be able to attach the insurance to MGIMO’s clinic and use its services.
Companies providing DMS insurance with attachment to MGIMO’s clinic:
- PJSC Rosgosstrakh, the cost of an annual insurance with attachment to MGIMO’s clinic is 10,000 rubles. Application email: insurance@inno.mgimo.ru.
You can also arrange insurance at our Clinic’s Registration Desk.
- Soglasie Insurance Company, the cost of an annual insurance with attachment to MGIMO’s clinic and accident coverage is 11,000 rubles. Application email: mgimo.insurance@soglasie.ru.
You may also purchase an annual medical insurance from any other insurance company. However, in this case, visiting doctors at MGIMO’s clinic and obtaining official medical documents recognized by the university will not be available to you.
For foreign citizens entering the Russian Federation under a visa-free regime for the purpose of «Study,» it is necessary to REGISTER your trip using the ruID application.
If you have obtained a visa, additional trip registration is not required.
- Download and install the ruID application on your phone, available on the App Store, Google Play, RuStore, and AppGallery. You can also fill out the application through Gosuslugi (Public Services).
- Log in to the app using your Gosuslugi (Public Services) username and password. If you do not have an account on the portal yet, register one. During registration, provide the details of the document you plan to use for crossing the Russian border.
The app supports multiple languages; you can select your preferred language when logging in.
- Submit your trip application in the app no earlier than 90 days before and no later than 72 hours prior to your planned entry into Russia.
Fill in your trip information:
- purpose of visit;
- planned duration of stay in the country;
- regions you plan to visit.
Submit your biometrics in the ruID app:
- Take a selfie;
- Take a photo of your identity document;
- Record your voice.
- Wait for the data verification — you will receive a notification about this in your personal account in the app.
Reasons to submit a travel declaration:
- To learn about entry restrictions before your trip. After submitting the application, your data will be sent for preliminary verification. If there are any entry restrictions imposed by the Ministry of Internal Affairs, you will be informed about them prior to your travel.
- To obtain a QR code with passport and trip information. After crossing the border and confirming your Gosuslugi account in the app, a QR code will be generated based on your application data. During your stay in Russia, you can present this QR code when needed, for example, to police officers.
- To receive an SNILS — a document necessary for foreigners and stateless persons to register a SIM card.
According to current migration legislation, every foreign citizen and stateless person entering Russia is required to obtain and fill out a migration card.
The migration card must be filled out personally by the foreign citizen clearly, without corrections, in Russian. Foreign students arriving for the purpose of studying should write the word «УЧЕБА» («STUDY») in the field indicating the purpose of stay on the migration card. If the purpose of entry specified in the migration card does not match the actual purpose, the student will be subject to administrative liability in accordance with Article 18.8 of the Administrative Offenses Code of the Russian Federation.

You can plan your route using the following apps:
MGIMO is situated between the «Yugo-Zapadnaya» and «Prospekt Vernadskogo» metro stations. Walking from either station takes about 20 minutes, or you can use ground transportation.
- From «Prospekt Vernadskogo» metro station: Buses 616, 715, and 793 run directly to the university. Get off after three stops. There is a convenient underground passage right in front of the university. You can also reach the university by trolleybus 150 and bus 224; get off at the «Lobachevsky Street» stop, turn right at the intersection, and walk about 200 meters to the university.
- From «Yugo-Zapadnaya» metro station: Buses 219 and 688 go directly to the institute.
One possible route from Sheremetyevo Airport to MGIMO by metro:
- Take the Moscow Aeroexpress train from Sheremetyevo Airport North Terminal station.
- Arrive at Savyolovskaya station.
- Transfer to the metro and travel to Prospekt Vernadskogo station.
- From there, take buses 793, 616, or 715 to the «Akademiya Truda» stop.
- Walk to the MGIMO Dormitory No. 1 building, located at 76k2 Vernadsky Avenue.
One possible route from Vnukovo Airport to MGIMO by metro:
- Take the Solntsevskaya line of the Moscow Metro from Vnukovo Airport station.
- Get off at either Ozernaya or Aminyevskaya station.
- Transfer to bus 688 and ride to the «Akademiya Truda» stop.
- Walk to MGIMO Dormitory No. 1, located at 76k2 Vernadsky Avenue.
One possible route from Domodedovo Airport to MGIMO by metro:
- Take the electric train from Domodedovo Airport station to Varshavskaya station.
- From Varshavskaya, travel by metro to Prospekt Vernadskogo station.
- Transfer to bus 793 and ride to the «Akademiya Truda» stop.
- Walk to MGIMO Dormitory No. 1, located at 76k2 Vernadsky Avenue.
If you indicated during registration that you need accommodation in a dormitory, you will be provided with a place in one of MGIMO’s dormitories.
Check-in at the university dormitory will begin on August 25! If you arrive in Moscow earlier and plan to stay with relatives, friends, in a hotel, or hostel, remember that you must have registration at your actual place of residence. Otherwise, you may have problems when registering at the dormitory later.
- To check into the dormitory, you need to register on the website: https://dorm.mgimo.ru.
First, your registration will be confirmed. Don’t worry if this happens not immediately: confirmation of registrations will be carried out from August 11 until the time of check-in.
- After your registration is confirmed, you can submit your accommodation request directly on the same website (https://dorm.mgimo.ru). You must complete both steps: registration confirmation and submitting the application for accommodation.

Further, the Dormitory Department allocates the accommodation spots. You cannot choose a specific room yourself. However, you can indicate your preferences when submitting the electronic application.
The cost of accommodation for students ranges from 45,000 to 75,000 rubles per semester, depending on the category of the room and dormitory. Payment must be made in full for the entire semester!!!
To check into the dormitory, you must have the following documents with you:
- Copy of your passport
- Copy of health insurance for foreign citizens within the Russian Federation
- Two 3×4 cm photographs
- Medical certificate from a licensed healthcare professional, including radiological (fluorographic) examination results, laboratory diagnostics, vaccination records (including mandatory information about measles vaccination), and a medical opinion confirming no contraindications for living in the dormitory. This applies to both foreign and domestic students.
- Written consent from a parent or legal guardian (for students under 18 at the time of check-in)
- Other documents will be processed directly upon check-in.
Upon arrival in Russia, a foreign citizen is required to register at their place of residence within 3 working days from the date of arrival. The initial registration of foreign citizens is valid for a period established by Part 1 of Article 5 of the Law on the Legal Status of Foreign Citizens, which is 90 days.
All foreign students arriving in Russia after December 29, 2021, are required under Federal Law No. 128-FZ «On State Fingerprint Registration in the Russian Federation» to undergo a medical examination, fingerprinting registration, and photography. The procedures must be completed within 90 days from the date of arrival in Russia.
For individuals who do not complete these procedures or do so after the deadline, the following sanctions may be applied: a fine and/or expulsion from Russia, along with a ban on entry for up to 3 years.
Who is exempt from the mandatory procedures of state medical examination and fingerprinting registration: citizens of the Republic of Belarus, family members of officials of international organizations, as well as employees of diplomatic and consular missions in Russia, foreign citizens with dual citizenship (one of which is Russian), and foreign nationals holding temporary or permanent residence permits (RVP, VNZH).
Foreign students can undergo the medical examination at a state-authorized medical facility:

- «Children’s City Polyclinic No. 131, Branch No. 4»: Akademika Anokhina St., 40A1

All minors (foreign citizens and stateless persons over 6 years old) arriving in the Russian Federation must undergo all mandatory state procedures, including medical examination and/or mandatory fingerprint registration and photography, in the presence of their legal representative (one of the accompanying parents, guardian, or custodian).
The procedure is conducted once, regardless of the number of entries into Russia.
You must have with you:
- The original passport, the original migration card,
- The original registration document, and a notarized translation of the
passport (all documents are only checked and not taken).
!!! Special attention for foreign citizens arriving in the Russian Federation on visas.
Although Federal Law No. 128-FZ «On State Fingerprint Registration in the Russian Federation» establishes a 90-day period from the date of arrival in Russia to complete the medical examination and subsequent fingerprint registration and photography procedures, foreign students are required to complete these procedures within 60 days of their arrival. This is because, 40 days before your visa expires, you must submit a package of documents to extend your visa.
To extend your visa/registration, the local police department requires a package of documents, including certificates of medical examination and a special card confirming that you have provided your fingerprints.
Without these documents, the police department will refuse to accept your application for visa/registration extension, and you will be required to leave Russia before your visa expires and apply for a new visa to re-enter Russia in your home country.
RESIDENTS OF MGIMO DORMITORY:
Every foreign citizen residing in MGIMO dormitory must, within two working days after crossing the border, visit Office 201 in Dormitory No. 1.
To register with the migration authorities, a foreign citizen must provide the following documents to OVIR, Office 201 in Dormitory No. 1:
- Original and a copy of an identity document (passport);
- Original and a copy of the migration card;
- A copy of the order (ONLY IN CASE!!! of your first migration registration in our dormitory) – issued by the dormitory staff during the placement procedure in the dormitory (Dormitory 1 – Office 205, Dormitory 2 – Office 300).
The original temporary registration of a foreign citizen (the detachable part of the notification form of arrival in the Russian Federation) is obtained by university staff from the local migration department of the Ministry of Internal Affairs within 5-7 days. After that, the foreign citizen can pick up the original registration document (the detachable part of the notification form of arrival in the Russian Federation) at OVIR, Office 201 in Dormitory No. 1.
RESIDENTS IN AN APARTMENT/HOTEL:
If you are residing at a private address (apartment), the registration with the migration authorities at your place of stay is carried out by the property owner.
Each hotel (hotel, hostel, apartment, dormitory, or hospital) registers the foreign citizen.
After registering at your place of stay, you need to submit a copy of your migration card and temporary registration to OVIR, Office 201 in Dormitory No. 1, or send scanned copies of these documents via email to visa@inno.mgimo.ru.
NB!
- Registration is only issued based on the actual place of residence.
- Living at an address without registration is not permitted.
- It is not allowed to have registration at one address while residing at a different address.
If, for any reason, a student stays in a hotel, they must, after checking out, register at their new place of residence within one working day.

- Foreign students arriving in Russia under a visa-free procedure are registered for up to one year from the date of crossing the Russian border, in accordance with their valid migration card, with subsequent extension.
To extend your migration registration, the following documents are required:
- Original and copy of your identity document (passport);
- Original and copy of your migration card;
- Copy of the dormitory agreement (issued by the dormitory staff at check-in);
- Copy of the arrival notification stub (both sides) + the original (registration);
- Copy of fingerprint registration;
- Copy of the mandatory medical examination certificates (3 certificates).
IN CASE OF LEAVING RUSSIA:
- You need to fill out an application at the OVIR office, room 201, Dormitory No. 1, and attach a copy of your ticket.
- Inform the dormitory staff.
IN CASE OF DEPARTURE FROM MOSCOW for more than 7 days, you are required to register at your place of stay. You must provide a copy of the new temporary registration to the authorized person responsible for working with foreign students. Upon returning to Moscow, you will need to re-register at your actual place of residence.
!!! After staying in a hotel (hotel, hostel, dormitory, hospital), even in Moscow, you must visit the OVIR office, room 201, Dormitory No. 1, on your first working day.
In case of LOSS or DAMAGE to your documents (national passport, migration card, temporary registration), you are required to immediately inform OVIR, room 201, Dormitory No. 1, and take independent steps to restore your documents.
In case of EXPIRATION of your passport, you must leave the territory of Russia in advance or take measures to renew or replace it with a new document at your country’s consulate, informing OVIR, room 201, Dormitory No. 1. After renewing your passport or obtaining a new one, you must immediately submit it to the university — your curator in the International Department — and to OVIR, room 201, Dormitory No. 1, for migration registration and visa renewal procedures (if necessary).
A FOREIGN STUDENT IS REQUIRED TO:
- Keep the stub of the arrival notification (temporary registration) with them throughout the entire authorized stay in Russia.
- Present it to law enforcement officers during checks of the stay regime in Russia, along with their national passport and migration card.
To obtain a SIM card, foreigners need a verified account on Gosuslugi (the Russian public services portal) and biometric data registered in a bank.
A SIM card can only be issued through an in-person visit. A contract for mobile services can only be signed from the age of 14.
Procedure
- Necessary documents and data:
- Foreign citizen’s passport
- Notarized translation of the foreign citizen’s passport
- SNILS (Insurance Number of Individual Ledger). Issued at any MFC office. The document can be ready immediately, but sometimes it may take up to 5 working days.
- Email address registered on Gosuslugi (the Russian public services portal). Ensure you have access to this email.
- Verified account on Gosuslugi
- Verified biometric data in the Unified Biometric System (UBS). It must be registered in a bank.
- IMEI number — the number of your device.
- Register on Gosuslugi — a verified account is required.
- Register your biometric data at the bank.
- Visit the mobile operator’s office. Provide the necessary documents. At this stage, staff will check how many registered SIM cards you already have (if any). If there are more than 10, your application for a new SIM card may be denied.
- The staff will prepare a contract — review it carefully and sign it.
- Confirm your identity using biometric data to activate the SIM card. To do this, look into the camera following the staff member’s instructions. You can also complete this step independently on Gosuslugi. If you encounter any difficulties, the staff will guide you through the process.
The cost of the SIM card depends on the chosen plan and mobile operator. Activation of the SIM card is free.
The SIM card will be activated within a few minutes. In some cases, the process may take up to 24 hours — this depends on the mobile operator.
You can open a bank card at any bank branch. We recommend using major banks such as Sberbank, VTB Bank, Gazprombank, or Alfa-Bank.
To open a bank card at VTB Bank, visit the branch located in the MGIMO building (on the 1st floor under the main entrance, next to office 1004).
To obtain a bank card, the following documents are required:
- Passport of a foreign citizen or another document recognized by federal law or an international treaty of the Russian Federation as an identity document;
- Valid migration card;
- Visa and migration card or patent; work permit or temporary residence permit; residence permit or another document confirming the right to stay in
